European Commission President Ursula von der Leyen created an expert panel last year to come

up with recommendations on how to limit harm done to children by exposure to the digital world. European Union could block children under 16 from using social media. To results reports, that's one of the options under consideration as a new study is released Monday and Brussels.

The group's findings will be presented Monday and Vonderland is expected to use their opinions to form her own legislative proposal by September. The Commission chief has expressed her personal concerns, blaming social media's business models for treating children's attention as a commodity and exploiting addictive design. These believe to favor an EU-wide ban on access for youth up to age 16.

That model has enforcement problems in Australia, the first country to try it, but some EU governments are forging ahead anyway, including Denmark, France, Germany, Greece, and Spain.
