change. And if they do, we stand ready to play whatever constructive role we can play. If someone else would like to handle it, they should, but it doesn't appear to be anybody else in the world right now that can handle it. on its kneels for an apology, even after all the Russian war criminals will be sentenced,

appropriated the permanent seat of the former Soviet Union, had the security council under legally questionable and dubious circumstances, continues to exploit this unmarried privilege what growing cynicism and complete disregard for this council.
